Recent Housing Scheme – Affordable Housing Scheme (2025)
The Affordable Housing Scheme (2025) is the most recent initiative launched by the Bhubaneswar Development Authority (BDA) under the Greater Bhubaneswar, Better Bhubaneswar program. The project aims to provide affordable homes to low and middle-income families, ensuring inclusive urban development. Houses under this scheme are priced between Rs.14 lakh and Rs. 50 lakh, depending on size and category. The scheme is being implemented in collaboration with the Odisha State Housing Board (OSHB) through a Public-Private Partnership (PPP) model.
Recently, BDA also conducted a lottery draw on July 30, 2025, to allot flats to 38 beneficiaries under the Affordable Housing Project (AHP) and In-Situ Slum Redevelopment (ISSR) programs, reaffirming its commitment to providing housing for all sections of society.
About Bhubaneswar Development Authority (BDA)
The Bhubaneswar Development Authority (BDA) was established in 1983 under the Odisha Development Authorities Act, 1982. It serves as the primary agency responsible for urban planning, housing development, and infrastructure management in Bhubaneswar. BDA plays a key role in implementing city expansion, residential projects, and redevelopment programs to promote well-structured and sustainable growth in the capital city of Odisha.

• To encourage public-private partnerships (PPP) for large-scale housing projects.
Past Housing Schemes
Over the years, BDA has launched several residential projects that have transformed Bhubaneswar’s housing landscape. Some notable ones include:
• Paikarapur-I and Paikarapur-II Housing Projects, offering 1BHK and 2BHK flats for economically weaker sections and low-income groups.
• Kalinga Nagar Housing Scheme, focusing on affordable apartments with modern facilities.
• AHP and ISSR Projects, which have provided homes to hundreds of slum dwellers through transparent lottery-based allotments.
These past initiatives have paved the way for the latest Affordable Housing Scheme (2025), which aims to expand access to safe and affordable homes for every citizen.
Conclusion
The Bhubaneswar Development Authority (BDA) continues to lead the city’s transformation with its focus on inclusive housing and planned urban development. The latest Affordable Housing Scheme (2025) marks a major step toward fulfilling the dream of home ownership for low- and middle-income families.
