Originally created as a satellite city for Chandigarh, Panchkula is now experiencing extensive urban sprawl in its Northern and Eastern regions. The low cost of land and the city's infrastructure have attracted residents from neighboring Chandigarh and rural areas in the Panchkula district.
The rise of new, outlying municipalities has led to the unforeseen challenges for the city administration. This problem has required the formation of a metropolitan planning authority which would work with both local administrations and state governments to ensure that growth remains sustainable.
Located in the district of Panchkula, the Panchkula Metropolitan Development Authority (PMDA) has been established by Haryana Act No. 23 of 2021. The PMDA is responsible for developing a vision for continued, sustainable, and well-balanced growth throughout 388.06 km² of territory. Beyond this area are 194 villages with 5.23 million people from 2021 to 2031 and an expected 6.37 million by 2031.

The third city in the State of Haryana to have such an institution after Faridabad and Gurugram, the PMDA gives Panchkula the opportunity to develop a global reach, compete on international markets as centers for trade, commerce and services to take advantage of its proximity to Delhi International Airport and offer benefits of urbanization in agriculture and horticulture sectors for food security at national level and regional level respectively through vertical farming technologies like Aerostat Farming System (AFS) under which product development and commercial market linkage starts early enough so that there will be no crop failures due to bio-diversity changes in areas where these techniques are being practiced thus contributing directly towards achieving Global Goals 2030 such as General Goal 3: "Ensuring healthy lives and promoting well.
The Development Authority will ensure increased provision of urban amenities, better traffic management and transport infrastructure addition, economic as well as industrial development of the area, sustainably managing the environment, fostering a better standard of living for people in the area.
It will work in coordination with other authorities such as the Haryana Shehri Vikas Pradhikaran, HSIIDC, and Municipal Corporation.
